You'd hope that he would have at least a grasp of this simple concept but it's fairly obvious it's beyond him. When a person has an army behind them and can obliterate every computer in the country if so desires, is it really all that necessary to grasp the concept of cyber warfare and a single gateway? (Probably just confused the idea for a gateway with the Trump card's plan to build one and take care of immigration anyway). They can not even find a suspected criminal if you present the IP address of a suspect because the address is not on Google Maps. Already waiting for 18 months after a certain scam where they used an internet connection with a Thai IP address. Thais will just nod their heads in agreement content to know that the PM General has the matter under control. In a country where the leadership have actual educations from reputable institutions, they would not make cringe worthy statements like this. The people that know and are related will fix this... don't worry. If they leave it to the locals, i.e Thais they will run into the usual obstacles, junior stuff cannot question the seniors decisions. If you told him that face to face he would pull out a map of Thailand and start searching for those locations in Isaan. I once had to go from BKK to Algiers. This was before it could be booked online, so I was in a Thai travel agent's office. Miss Jiraporn spoke pretty decent English, but was utterly flabbergasted and confused. Luckily there was a world map on the wall in the office, so I had to point it out. For the life of her she could not pronounce "Algiers". She said it a different way every time.
