You need a non immigrant visa entry (non-o) before you can apply for the one year extension of stay (it is not a visa).

You can do a change of visa status to get the 90 day non immigrant visa entry at Bangkok immigration or apply for it at a few nearby offices (Jomtien is one). You can apply for it during any of the 60 day entries from your tourist visa up to the last 15 days of it. To apply for it the money just has to be in the bank on the date of application (no 60 day requirement).

If not living in or near Bangkok it would be easier to make a trip to Vientiane or Penang to get a singe entry non-o visa. You would just need to show your bank book to prove the 800k baht in the bank. Since you will be changing visa classes you could get the non-o visa before your tourist visa expires.

After getting the 90 day entry you can apply for the extension during the last 30 days of it. That is when the money will need to be in the bank for 60 days.

well want to convert this tourist visa into Retirement visa B.

You want to convert to a non-imm O entry. Then during the final 30 days of your permission to stay apply for an extension of stay based on retirement.

Following the final use of your tourist visa, while here on the non-imm O entry and while here on the extension of stay, you will not have a valid visa, so it you plan to travel outside the country at any time and return, you MUST have a re-entry permit or you will only be granted at visa exempt entry when you come back and the extension would be cancelled.

Neither the non-imm O entry nor the extension of stay will enable you to exit and return without the re-entry permit.
