They've never given visas on arrival to most nationalities. They are still giving visa exempt entries ( permission to stay without having a visa) for most people who arrive without a visa. A 30 day entry if you arrive by air and that permission to stay can be extended for an additional 30 days by applying for an extension at an immigrations office.
