NLA gives green light to begging control bill


BANGKOK, 24 December 2015 (NNT) – The National Legislative Assembly (NLA) has accepted in principle two drafts of the begging control bill in hopes of solving social problems, particularly human trafficking.


Today, two versions of the begging control bill were deliberated by the NLA, one proposed by NLA member Montien Boonton and his team and the other by the Cabinet. The two are both designed to protect individual rights and clearly specify characteristics of beggars who would be entitled to state assistance. They would also subject those who exploit beggars to criminal prosecution in a bid to eliminate rights abuses and human trade.


As a result, approval was granted to both drafts. Although most NLA members were supportive of the begging control bill, many were of the opinion that the problem of street begging should be fixed at the root cause.


First and foremost, they suggested that economic problems be addressed in parallel with the education reform, improvement of care for the underprivileged, career promotion and provision of equal access to welfare.
