BANGKOK: -- The Justice Ministry will next week seek a budget of Bt1.7 billion from the Cabinet for construction of 17 light-security prisons made of containers, the permanent secretary said Monday.

Justice Ministry's Permanent Secretary Charnchao Chaiyanukij said if the Cabinet approves the project, initiated by Justice Minister Paibul Khumchaya, inmates, who are about to be released would be relocated to the new prisons.

He said the construction of container prisons would cost about Bt100 million each.

He said prisoners who have remaining terms down from one year would be eligible to be relocated to the light-security prisons where guards would server as career training teachers.

The light-security prisons are aimed at easing overcrowded problems at maximum security prisons, Charnchao added.

This is hilarious stuff.

Why not just put up some barb wire fences,dump a truck load of

palm tree leaves,few wooden posts,and let the inmates build their

own huts,like a Japanese prisoner of war camp, it would save quite

a lot of Bhat and could prove to be a tourist attraction,2 birds ,1 stone.

You bet they would. When I was contracting, on one job I lived in a compound of containers. Many nights I would sleep outside in the truck because the heat in the containers was unbearable even with insulation and paneling on the walls and ceiling.

Residents in Bangkok's nearby provincial Samut Prakhan suburb woke up this morning to find a new prison located in their backyard.

It has been found to be economically feasible (to those who know) to store excess prisoners in these containers, along with illegal refugees, migrants, pedophiles and foreigners on visa overstay.

All containers have a south facing window with grille and large fans located in the prison yard keep temperatures down, although tempers may flare up.

Thailand is hoping to export this idea to other countries in the region.

Why not just make the ridiculously long prison sentences for small amounts of drug possesion shorter. Like the 15 years given to the Thai model caught with less than a 1/2 gram of coke.

‘Container cells’ for felons set for release

BANGKOK: -- The Corrections Department will next week seek Bt1.4Bt1.4 billionbillion from the Cabinet to build light-security sections at 17 prisons out of containers for convicts who are due to be released soon.

"The inmates will not be strictly controlled in the containers. There will be no wardens but vocational instructors," Charnchao Chaiyanukit, permanent |secretary for the Justice Ministry, said yesterday.

The new prison areas would be surrounded by electric wires, but not fences.

The new project would be introduced at 17 prisons nationwide in a bid to solve the chronic problem of overcrowding.

Normally, a new prison costs Bt1.7about Bt1.7 billionbillion to construct. Inmates put in them would be those who have six months to a year left to serve.

"The inmates will attend job skills and living courses to prepare them before being freed.

"The training will be based on an individual's needs so they can land a proper job when discharged and won't become repeat offenders," he said. The Probation Department was assigned to provide the education and check the readiness of prisoners for re-entry to the community.

An estimated 20,000 prisoners will undergo the training in the 'container' facilities each year.

Prison guards as career counselors!

This is hilarious stuff.

While incarcerated, my SIL did a course in pastry making. With a small capital loan, she opened a business which is quite successful, with earnings far above her former occupation of security guard.

For this particular category of prisoners, put prosoners on supervised probattion, put an ankle bracelot on them (done with students last year who were arrested and convicted to imprisonment for body assault) and place them in a low-price hostel type residence? For their training rent a nearby centrally located meeting hall, or even a temple.

Cost would be about one-tenth of building container prisons and easily adjustable to population size. Most of that cost would go to private enterprise instead of financing a larger government.

The containers that I see converted into housing have large windows and doors cut in the sides.

They are readily available for less than 2k US. Just a little more than the scrap value. The metal

from cut out doors and walls would be recycled for scrap. Reduce-reuse-re-cycle comes to mind.

Also they can be put together quickly. Especially if one layout is used as a model/template for

all the compounds. Of course there is a 30% graft pad, but no matter what you build the number

is 30% higher than needed. Graft is built into the bid. (As I understand it anyway) coffee1.gif

You are correct about the 30%

Anyway you look at it - over 3 million USD for a "container" is highly highly inflated. You can buy a very nice home in a high end neighborhood in California for that amount.

It just gets worse every day.

1 container per prisoner with shower and kitchen... not bad!
