Energy Policy Board fixes NGV price at 13.50 baht/kg

BANGKOK: -- The Energy Policy Board agreed today (Wednesday) to float the retail price of natural gas for vehicles (NGV) at 13.50 baht per kilogramme effective as of January 21.

Mr Thawarath Sutabutr, director of the Office of Energy Policy and Planning, said that the float would be conditional which means that the retail price will remain fixed at 13.50 baht/kg with PTT Public Company being assigned to manage the price during the first six months from January to July.

If the cost of NGV is above the fixed price, PTT Plc will should the burden of the price difference but if the cost is below the current fixed price, the fixed price will have to be adjusted immediately, said Mr Thawawuth.

The Energy Police Board also agreed to adjust up the contributions to the Oil Fund from benzene products such as gasohol and diesel with the exceptions of E20 and E85 by 60 satang per litre.

Mr Thawarath assured that the adjustment of the contributions would not affect retail prices of the benzene products but would enhance the Oil Fund’s financial position with an estimated cash inflow of 1,152 million baht per month instead of a monthly outflow estimated at about 300 million baht.

EPPO floats NGV price


BANGKOK, 21 January 2016 (NNT) - The Energy Planning and Policy Committee (EPPO) has agreed to float NGV price on the condition that the PTT company be responsible for the price differential when the cost price of NGV exceeds 13.5 baht/kilo.


EPPO Director Thawarat Sutabutr said after the committee’s meeting on Wednesday that the EPPO decided to float NGV price as the gas’ global price had been continuously decreasing and oil price had remained low around 30-40 USD/barrel. The EPPO assigned PTT to oversee NGV price for six months from January to July 2016 and to pay for the price differential.


The meeting also agreed to develop a road map to encourage competition in the LPG business and keep monitoring the competition in order to adjust the pricing of imported LPG.


As for oil price, the meeting agreed to increase subsidies to the Oil Fund by 60 Satang/liter due to continuously decreasing global oil price and high marketing margin. The subsidy increase would not affect retail prices of oil products and would increase the money sent to the Oil Fund by 1.15 billion baht/month, said Mr.Thawarat.
