Agencies in favor of amending laws related to youth crime

BANGKOK, 1 March 2016 (NNT) - Several agencies are in favor of amendments to legislation to prevent and resolve student fights.


Secretary-General of the Department of Juvenile Observation and Protection Wisit Wisitsora-at spoke after a meeting to address violent clashes between students along with Minister of Justice Gen Paiboon Khumchaya, representatives from the Juvenile and Family Court, Office of the Private Education Commission, Ministry of Education and the Office of the Council of State.

He said that those at the meeting agreed that juvenile delinquents should be rehabilitated at Juvenile Observation and Protection centers for 7-15 days.

As for related legislation, officials, teachers and parents will be allowed to detain delinquents for no more than 6 hours before sending them off to the officials.

In addition, those that cause insurrection and crime among the youth will be punished more severely while schools must have guidance programs that directly tackle the issue of student violence.

The meeting will also proposed to the Cabinet that related laws be urgently amended with the Secretary of the Department of Justice tasked with drafting up the proposals to be submitted to the Cabinet within the next month.

And god help them in those "rehabilitation centre " . I have no doubt a student smart mouthing a teacher would end up in one. Putting the law into the hands of teachers, such as being permitted to detain children for up to 6 hours, and having the power to sentence children to a youth prison , is very dangerous for the safety of children. The laws for criteria of when they can be detained is not clear.

Basically, the teacher can say "you are a trouble maker "off you go to detention for something as small as giving the teacher the middle finger.

Adults will have more rights than these children. At least adults have clearly defined laws, and the ability to appeal through 3 courts before going to prison. These young people and their parents must also have the right to appeal prison sentences, and detaining of their children.

If a female student resists sexual advances by a teach, will that be deemed "insurrection?"
