Today I paid my air ticket and in the tour operator's office and they gave me a document from the thai embassy in Budapest.

It says, that a stamped ( NOT on arrival ) visa is valid for 30 days and it can be renewed twice for 30 days, but not exceed 90 days overall. Any info on this ??

See, this were things get up. :o

This is the real Visa on Arrival. It is not the 30 day visa exempt. When a person from one of these countries arrives, they go to the Visa on Arrival counter and get a visa stamped into their passport, they then go to separate line in which they used to get non-extendable 14 day entry stamp, they now get 30 day entry stamp, extendable twice at 30 day each.

Then what is the difference between the consulate and the on arrival visa ?

The consulate visa was good before for 60 days with an extension for 30 days.

It is not a visa on arrival. You obtain in a Consulate and it is a normal tourist visa. But the fact your passport is from one of the countries listed you obtain a 30 day permitted to stay that can be extended twice. The reason may be to provide earlier alerting of overstay but that is just a guess. Sunbelt posted a list of the countries involved but it appears there may be others from recent reports of people being stamped 30 days when previously they were stamped 60 days.
