My husband was born in Bangkok in 1970. He came to Las Vegas at 3 years old. All of his identification has been stolen. He is in desperate need of a new birth certificate but he doesn't know his Thai name, his birth father's name or his mother's Maiden name. He wound up in foster care so there is nobody to ask. He believes his middle name may be a portion of his father's last name. What do we do? How can we get his birth certificate without knowing this information? His mother was 100% Thai but his father was an American soldier.

First off, who, or what agency, put him into foster care? A county agency? I would think that the agency would have such records, names of parents, etc.

This could be refined if the state and county of the foster care was known.

Following that, there'd also be records of his immigration to the U.S. however many years ago. Some of these might be under his current name. I assume he was born in Thailand. Does he have his "A" number, which was assigned by INS back then?

Has he been naturalized as a U.S. citizen? If so, some records may be available for the court that handled the naturalization, or the INS office that processed the action.

If he still has a Green Card, then back to USCIS for info from their files.

Yes he was born in Thailand and moved to Nevada by his mother and step father. He was placed in foster care in Vevada but the juvenile courts say they don't have records back that far. He was naturalized in his 30s and can order a certified copy and wait 6 months for it but he needs an ID now so his birth certificate seemed to be the fastest route. His name when he necessary naturalized was different than his birth name due to a step parent adoption before going into foster care. Nevada claims they can't find those either.

It may make no difference but if he was born in 1970, he is 46 now. He was natualized in his 30s, so he has been a U.S. citizen for some 10-15 years or so. He probably has had driver's licenses, what did he use to get them? There are numerous daily activities which require IDs, e.g., social security. What has he done in the past and what now precipitates the crisis such that he needs something TODAY? Offering advice is hard when one does not know the real, basic reason for the need.

I have asked the wife , she says the only place to start is the foster care place, or the Thai family who took care of him otherwise you have an up hill struggle. We have got ID cards. Birth Certificates for Thai friends but we found People who new them or their Family in the village . But we had information where they lived and went to the local Amphur and got them verified.

He has a social security card. His driver's license is expired. He is a non driver now due to his disability but still needs a state ID card. They require multiple documents but his SS Card is all he has. His birth certificate, passport and naturalization papers were stolen. Getting them replaced has proven to be impossible without knowing his father's name and mother's Maiden name. All but his naturalization papers. He can get those but they said it will take 6 months. He can't go 6 months without an ID card.

you have not said what the urgent need for an ID.

I see no way to avoid getting the naturalization papers. I understand that can take up to year. The drivers license would have worked if it was not expired.

Only suggestion would be to contact your local congressman or state Representative see if his office can help in some way.

That's a start . Now find the area. . There is problems half a million Thai people with the same name.

We do know his family was royalty. His mother was the youngest of 23 children and the only girl. He remembers the servants taking care of him more than his mother. She however was disowned by her family when they discovered her 4th child (my husband) did not belong to her husband that she was betrothed to at birth. She took him and fled to the United states with a man in the airforce.
