Deputy Mayor explains changes at City Hall.

Let's hope the new building has some English signage. I fumbled around at the City Hall a few months back, walking from one room and floor to the next trying to find the right person to talk too. It was a joke and there was no information desk.

It's the first question I would have asked. I understand this is Thailand, but in a place like Pattaya it's ridiculous.

Barry Upton (end of interview):

"on behalf of myself, on behalf of the expat community here, we all love living here in Pattaya and we can only hope that you understand that we actually really appreciate all you do for us"

That was cringeworthy, bordering on nauseating.

I can honestly say that all of my interaction with City Hall was fruitful, but only because I knew exactly whom I needed to contact and made an appointment. Without that, I may have suffered the same fate.

You do eventually get to the right person - it's just a bit tricky. You'd expect nothing less here anyway...

When a Thai goes into the double talk routine, you can almost always be sure the "circumstances not normal."
