BANGKOK: -- Anybody who distorts the essence of the question for the voters in the national referendum may face criminal litigation, National Legislative Assembly president Pornpetch Wichitcholachai warned on Tuesday.

He said that even himself could not arbitrarily change the essence of the question except for correcting grammatical errors or wrong spacing. The question will be sent to the Election Commission along with its explanation which will be used in publicity campaign for public acknowledgement after the enforcement of the referendum bill, he added.

NLA vice president Surachai Liangboonlertchai, meanwhile, said that during the next four months until the referendum, the EC, the Constitution Drafting Committee and the NLA must help one another to clarify to the public about the charter, the referendum question and the rules of referendum.

Election commissioner Somchai Srisuthiyakorn said the EC would distribute four million copies each of the draft charter, explanation of the essence of the draft, inforgraphic of the essence of the draft and explanation of the referendum question to members of the public on May 23.

Also, the CDC and the Interior Ministry will jointly stage 39 public forums nationwide to train personnel who will help educate the public about all matters related to the draft and referendum.

And what exactly is the "essence of the question"?

There will be two questions. The one will be a yes or no on the junta's new concoction, sorry constitution. The second question will be if the PM can be appointed or elected. The second question are however the dangerous one. If the new concoction are turned down but there is a positive vote that the PM can be appointed they will write a new concoction that will enable them to appoint the senate which will then be able to appoint the PM and as a side show we will have an election.

The "essence" is you have the broken current system run by the military via appointments until the next coup.
