Chicago police plagued by racism, says official report

CHICAGO: -- The police force in the US city of Chicago is plagued by racism, according to an official report.

A task force, set up after a public outcry over police shootings, said some officers had "no regard for the sanctity of life when it comes to people of colour".

It said the department had alienated blacks and Hispanics by using excessive force and honouring a code of silence.

From the quoted story above seems like the New Police Chief is doing a real good job. Chicago is a war zone in the black area and when you come down on all your police force for political reasons instead of just those that are wrong the results are easy to see.
