I hardly saw any checkpoints in Chiang Mai for alcohol, or traffic police patrolling the roads.

Only in busy areas police on foot fining the shirt less ones.

Way to go Thailand you really got your priorities straight.

They seemed to be really cracking down on the moat area. Consequently very quiet compared to previous years. This is the quietest I've ever seen it.

Didn't help that the moat water was like pea soup.

So what is the justification for the double standard of fines?

I think you nailed it, maybe not in the way you intended. The police presumably wanted that photo to act as a deterrent, but what they've actually done is take some tentative steps into the world of homo-erotic photography.
