Mate first off I can't imagine western society condoning the sexual exploitation of minors. In my mind a minor is a person who cannot form an informed decision legally. In my country (Australia) for the sake of sexual activities that is 16yrs anything under that is considered rape. I think some states it is 17-8.

Recall many years ago the Italian who was arrested in Soi 8 Pattaya, his girlfriend was 12, the Mother lived in the same property as a cover. Anyone remember the Englishman Morris from Pattaya ( Known as Elephant Man ) ? that guy was into the young girls, he was arrested more than once and paid the Police off, had girls and their Mothers living in his house in the 1990's.
