National police chief urges police to expedite reform

BANGKOK, 20 July 2016 (NNT) - Commissioner-General of the Royal Thai Police Pol. Gen. Chakthip Chaichinda has urged all police units to reform their organizations. The chiefs of the units who do not implement the police’s reform plan will be transferred or face disciplinary probe.


Deputy Commissioner-General of the Royal Thai Police Pol. Gen. Pongsapat Pongcharoen said the national police chief had instructed all police units to finish the reform work within time frames. The police reform covered human resources management, anti-corruption and transfer of tasks, said the deputy police chief.

Regarding the rumors of rank corruption, Pol. Gen. Pongsapat said new regulations on the appointment of police officers were enforced on 16 July 2016. He ensured that the regulations would help create a clear a career path for police officers of all ranks in all units.

' Urges ' reform ? As supposed national police chief he should be ordering and ensuring it is done.

Yes the second paragraph mentions ' instructed ' and ' time frame ' but that can mean nothing here.

On a par with past calls where senior officers have ' urged ' the BIB to do their job ! rolleyes.gif

I'm, sorry but I don't think a man with declared assets above 968,000,000 baht, a man that has been part of the problem for decades is the best person to carry out the necessary reform.

Oh sure, he may undertake some paper-shuffling and make some officious sounding edicts, but the root cause - the structural issues within the RTP won't be touched.

It was Pol. Gen. Chakthip Chaichinda who helped bust those knucklehead cops trying to extort money from the Nang Fa karaoke shop on Pattaya 3 road.

The proof of his sincerity of change will be evident when the Big Chief himself lives up to his own words and makes sure these criminal cops are put behind bars.

Pol. Gen. Chakthip now urging all police units to reform their organizations is an afront to the NCPO's 2+ years of police reform efforts.

Either he indicates that the NCPO has failed at the highest levels of RTP or that Chakthip never took reform seriously.

I say yes to both.

In another just released story it appears the police have now offered 500,000 baht bribe to the bar owner in Pattaya (who was raided by crooked cops) to withdraw her complaint.

The PM generally only takes a personal interest in matters of little significance so he can appear the great hero - tending to stay away from more important matters like human trafficking (Mrs. Chicken) corruption and money laundering (Phra Dhammachayo) and perversion of justice (Red Bull brat) that may make him lose face.

I was going to reply to your earlier post regarding Chakthip's busting of the corrupt cops in Pattaya, but it appears that you found it anyway.

No one is saying that the cops never solve crime, nor ever arrest criminals (I include corrupt cops in this description), but it is generally understood that whenever they do it is invariably either for political purposes or brought on by some internal power struggle within the RTP itself. Chakthip himself was handpicked by the overfed deputy PM (who bears a striking resemblance to Toad of Toad Hall), ostensibly to counter the perceived loyalty the RTP continued to show TS, and was the least senior among the five deputy police chiefs vying for the top job.

Maybe as with other hot issues, such as the case of a certain monk, he'll take a giant pace to the rear, decline to intervene or exercise his extra powers preferring to leave it to the ' relevant ' authorities.

Give him the lottery, bike lanes, students or the media etc and He's In Like Flint !

I wait with bated breath and finger hanging exercises for these reforms to filter down to the Rank and File who will do almost anything to find new ways of making money from fictitious laws to enforcing outdated and out-moded laws which no-one has done for years.

When you ask senior officers to show the law, they agree that it has been broken but will do nothing about it. One wonders when if ever they will grow a pair and be what they are supposed to be . Enforcering the law to the letter of the law not deciding how much money they can make. The RTP have basically no respect from almost anyone . Money will buy your freedom as well as lax almost no investigation into anything including murder. Its Culture is so corrupt that changing it will require a very strong and non-corrupt Chief which would be hard to find as they are all corrupt.

Oh, well, that's all OK then. From 16th July, everything has changed.

That's a relief.

I imagine the estimated 80% of police believed to have taken corrupt payments in their career will feel very threatened now they have a clear career path.

While it might create the appearance of being fresh and squeaky clean on the outside, when something is rotten to its core it is highly unlikely that it can (or will) reform from within.

The army takeover of the country in 2014 could have provided the catalyst for the radical change that was (and still is) needed, but alas, the junta continues to use the wrong fertiliser with this fruit.

According to Chuwit Kamolvisit, a former massage parlour magnate turned legislator, "police reform" is a never-ending mantra which never produces results. The "cash-for-jobs" culture within the police is too deep to uproot, he says, alleging that low-ranking officers earning just US$460 a month tap the public for bribes, or solicit protection money from dodgy businesses to top up their salaries and buy promotions. "Rank and status is everything in Thailand... when you are a small policeman to go up [sic], you need to have the right boss, and preferably one at a 'golden police station' near a casino or entertainment venue".

Who better to describe the never ending promises of police reform than the man from the dark side who have seen it all.

And what is the real story behind that connection? WHERE do the paths of a Pattaya "karaoke shop" (sometimes a euphimism, although Pattaya being such a decent city, probably all above board) owner and the Chief of Police cross? Was he helping a friend OR protecting an investment?. If the figure quoted above for his assets is right and he earns, for example, 200,000 baht per month in his job, then he would have had to have been chief of police for over 400 years and saved all of his salary to be worth that much. Maybe he has other legitimate sources of income, no one is going to make him disclose this, but is he the right guy to be pushing for reform? Does he actually mean it?

A man with 1 billion baht in assets is surely not the right person to be pushing for a more honest public institution. He would be more believable if he was telling them to disband the entire force and start afresh. But no, this joke of an outfit will continue down its current track with the odd transfer and demotion given as a lame attempt to show it is an honest organization. Nobody buys it

I wonder what this really means.

- Maybe he means future promotion is based only on displayed superior capabilities and displayed superior past performance (IMHO these factors should be the only factors considered in deciding promotions.)

- Maybe he means something like automatic promotions after a certain no. of years of service. I certainly hope this is not true.
