When a person have a non O visa for thai wife. Can he first apply for a 60 day extension and after that a 1 year extension without leaving the country. So it would be 90+60+1 year without leavibg Thailand.

You can apply for the one year extension after the 60 day extension.

But be aware it can only be done one time for as long as you keep applying for a one year extensions (once per entry rule).

The 60 days extension is only available once per entry.

The 1 year extension can be followed by multiple 1 year extensions.

 

Personally I would save that 60 days extension for later if you don't need it now for seasoning your money for the 1 year extension.
