August 29, 20169 yr Pattaya forum is not read by all the visa experts (visa forum). You seem to refer to Aranyaprathet? Plan no less than 4h drive from Pattaya to Ar. at normal traffic. Less is possible with some luck. Depending on where you start in Pattaya a considerable amount of creeping through Pattaya. Without having own experience: I would get up early, leave no later than 7:00h to avoid Pattaya traffic. And if possible select a quiet day of week (Tuesday to Thursday).
