I am assuming I cannot get a re-entry permit at Chiang Rai airport, am I correct?

 

I will be flying to BKK and then off to Japan from there, and not enough time in BKK to mess with a re-entry permit. 

 

So I am assuming I will need to go to Immigration ahead of time.

Re-entry permits are only available at airports if you are departing from that airport on an international flight.

Best to go to immigration.
