That is Marine department, not marine police. 

 

They are regulators but not policemen.

You might try the above phone numbers.  Checking for "Pattaya Marine Police Station" in Google Maps finds the one in Sattahip which unfortunately appears to be permanently closed:  https://goo.gl/maps/zoSra4131Tt

There's something called a "Marine Police Unit" on Google Maps here:  https://goo.gl/maps/BG3rzndu4dR2  But didn't actually see where it is on Street View.  Could just be an erroneous marker.
