CDC assures parties will not be dissolved before the next election

BANGKOK: -- Constitution Drafting Committee spokesman Udom Rath-amarit assured on Wednesday existing political parties would not be disbanded “to set zero” for a fresh start of political landscape before the next election as widely feared.

 

He expected the political party bill and the Election Commission bill to be sent to the National Legislative Assembly for deliberation within 1-2 days after the promulgation of the new constitution in order to speed up the enactment or charter-mandated bills.

What's the point of having political parties anyway when the junta will appoint the senators who will in return repay thier appointment by choosing the already chosen P.M.

A good observation, and one that hints at the real issue the junta is being recalcitrant in addressing - when will the draft charter endorsed by Thais at the referendum in August finally be promulgated as the Constitution of the Kingdom of Thailand ???

 

Only then can the election timetable really begin !!!

 

According to Section 267, the CDC shall complete drafting the organic laws within two hundred and forty days from the date of promulgation of the Constitution. The NLA then has a further sixty days to consider each organic law before passing them to the Constitutional Court for review. There is also a process, with time constraints, if the Constitutional Court is of the opinion that such Organic Bill does not observe the intent of the Constitution.

 

More significantly, Section 268 clearly says that election of members of the House of Representatives...shall be held within one hundred and fifty days as from the date the organic laws under Section 267 (1), (2), (3) and (4) have come into force! So, given that the essence of these laws already exist from past charters (most noticeably the 2007 Constitution), much of the CDC's work has already been done for them, and Rath-amarit is probably correct in suggesting that the political party bill (4) and the Election Commission bill (3) could be sent to the NLA for deliberation within 1-2 days after the promulgation of the new constitution.

 

Also, Rath-amarit's declaration that "...the CDC would stage five public forums in different regions to allow stakeholders to share their views on other charter-related bills or organic bills so that the CDC would be able to craft bills which will suit the aspirations of the people..." is still in keeping with Section 268. But, everyone needs to be reminded that only the first four of the 10 bills listed in Section 267 are required for the election to take place.

 

So, when will the draft charter be promulgated as the Constitution of the Kingdom of Thailand ???
