Somewhere new to process a student visa

I need to leave the country to get an ED visa processed. I've done it in Penang and Vientaine before. Was looking for somewhere else nearby to try this time, any recommendations? I think you can do it in Saigon VN, what about Myanmar? 

I was in the same situation as you so I decided to go to Saigon, they flat out denied me because they said I had an ed visa already so I had to fly to Vientiane and did it there. It was my second Ed visa.

I would go for Vientiane BUT try to get a new passport done in BKK. If I had a clean passport I would have been granted a visa in Saigon. I made the mistake of letting visas accumulate in my passport and it caused me problems.
