Where to retain Non - O visa

I forgot to get a re-entry visa for my retirement extension to my visit in China. I try to get a non o in Beijing but I was declined because I didn't have resident permit. I came back on one 30 day entry visa and tried to obtain non - o but was told I had to get it from outside of Thailand because this is my 2nd time applying for it. 

 

Question: Can I get Non O from either Laos or Cambodia? What documents do I need to get it?

You can a single entry non-o in Vientiane. You will need to show the same financial proof you need to get an extension at immigration.

If using money in the bank it does not need to be there for any amount of time and you should get a letter form the bank.

Thanks..  If I cross to Laos on land, will it be any problem?  I plan to drive to Nong Khai and park the car then cross. Just worried if I can't get back.

No problem to do a crossing overland to apply for a visa.

No reason to worry about not being able to re-enter the country after you get the visa.

Thanks again for your response. I had some negative experience regarding the immigration officers giving me inconsistent information which cost me heartache and money regarding my Chinese wife visa application. So I am just bit paranoid.
