Cabinet nods to assistance measures for rice farmers

  

BANGKOK, 1 November 2016 (NNT) – The Cabinet has issued assistance measures for rice growers under a budget of more than 19 billion baht in an effort to slow down their rice sales and avert impact from falling market prices. 

At its latest meeting, the Cabinet deliberated measures proposed by the Rice Policy and Management Committee for helping Thai farmers cope with the rice price drop in the current planting season. As a result, the Cabinet resolved to adjust and approve the loan program for delaying rice sales as well as the program to subsidize harvest and quality improvement costs, with a combined budget of 19.37 billion baht. 

Under the loan program, farmers whose paddy harvest can be milled into 36 grams of head rice per ton or more will be eligible for 9,500 baht worth of loan. The lending rate decreases progressively for farmers with lower yields of head rice while paddy that can produce below 20 grams will not be accepted. 

Participating farmers will also be entitled to another 1,500 baht per ton if they choose to have their paddy stored in a warehouse for no less than 30 days. Of the amount, 1,000 baht will be paid out on the first day of storage while the other 500 baht will be given at the time of redemption. 

Meanwhile, about 2 million registered farmers who grow jasmine rice on 26 million rai of land will receive a subsidy for any expenses related to harvest and rice quality improvement. With an aim to support the farmers in the face of the price slump, the subsidy will be paid by the Bank for Agriculture and Agricultural Cooperatives at the rate of 2,000 baht per one ton of harvest or 800 baht per rai for no more than 15 rai.

Is Prayuth going to be held personally responsible for the cost of this subsidy scheme?

Same thing is likely to happen again when the previous administration was in power. I can't see rice producers in other countries sitting idly by if a shortfall develops in the market again like last time.

The plan was to make Thailand a high-tech high-salary country where quality tourists like to come for a holiday.

 

They only get cheap chinese grouptours plus japanese companies to work for. The profit from that goes to the farmers who drive (too) big pickups from that which they can't afford.

Surely you jest? I mean, do you really think it's the farmers' subsidies that is dragging down the economy?

The uneducated Thai are costing the educated ones loads of money and annoyance.  If they want to keep on loosing money on rice they should go on like this. Tomorrow the rubberfarmers will ask for the same subsidy and many more branches will follow. 

 

The few who do make money can't bear all that, it's time for a big change and to follow that line. Better buy rice from neighbours since they can produce it cheaper and invest in better paying jobs for the worldmarket.

 

 

 

A fairer system might be to nationalize the rice processing sector including the provision of grain drying facilities instead of the current, mostly Chinese owned mills being allowed to profiteer at the expense of the poor Thai farmer.

When i see a person in a brand new shiny large pickuptruck of Fortuner i don't think he's that poor.....do you?

If (good people) then rice price support = subsidy

else if (elected politicians) then rice price support = vote buying and massive loss of taxpayer money

when i see that sort of thing i feel sorry for there kids because borrowing is very high here in Thailand and people only think for today..

The vote-buying argument is always put forward by the anti-democrats, ... wonder why that is?  

 

Funny that vote buying didn't affect the election results.

I don't understand why the banks can give such big loans to people who don't have sufficient income. At the end the banks will pay the price for that when the pooop hits the fan....just look at last worldcrisis where it happened in the usa but they were smart enough to sell the risk to foreigners....hey again, foreigners farlang 

 

The kids would probably do the same so i don't feel sorry for them...their daddy looked good in that car and they were proud as well i assume.

 

But this whole ricegrowing issue is an never ending story and it is setting Thailand as a nation back in time...this stops development while the focus should be on growing rice on a much larger scale automated with machinery to compete on the worldmarket. If not the neighbours will do it and become worldleaders who produce at a much lower cost so Thailand has to eat their own rice because nobody will buy it anymore when the price is too high.

Yup the ricefarmers sold their votes to the person who promised them a high price for rice. When it came down to payday they didn't get it and threatened to come to bangkok. 

 

It's not funny but very sad.

There are millions of Thai who will vote for anybody as long as they get 500 baht. So democracy will never work here.

 

It's not fair for the educated Thai who do their best to get rid of the 3rd world status...maybe they better split the country up. Democracy will never work this way.

 

I don't have any problems with the army in control but they shouldn't make the same mistakes the previous government did. They better investigate why producing rice is so costly and where the profits go. After that they should change it. Some farmers better stop growing rice if it's not profitable for them. They better work for bigger farmers and drive their combines over the fields. If they are lucky those things even have airconditioning.

Prayut says current measures should not be compared to past schemes

 

BANGKOK: -- WHILE WELCOMING the government’s decision to subsidise the rice trade by another Bt20 billion, paddy growers and analysts yesterday said the move might be too little and short-term to tackle problems in the entire system.

The Rice Policy Management Committee yesterday increased its budget to help farmers sell paddy Hom Mali, or jasmine, rice at Bt13,000 per tonne, up from the previous agreement of Bt11,525 per tonne.

Commerce Minister Apiradi Tantraporn said the upward revision of the subsidy was due to the government’s aim of stimulating the market price to help farmers.

If " The plan was to make Thailand a high-tech high-salary country where quality tourists like to come for a holiday." It is the planners if anyone (and I am unsure if anyone is) that are dragging down the development of Thailand by not carrying out the plan.

And how are the planners supposed to invest in technology when the uneducated farmers need financial help every year again???

 

Those farmers should get education into technology and help building up thailand instead of dragging it down...Tomorrow the Cornfarmers will need money, the fishermen, the hotels, the rubberfarmers, all of them need money from big daddy since they can't keep up with the worldmarkets.

 

And which kids want to become a ricefarmer oldstyle? None! So it's time to reorganise the whole rice-branch and buy machinery or build it if they can.

BAAC is a state-owned bank and the government covers the cost of its program subsidies, loans and default payments.

it is still the plan that is flawed if it does not take account of the situation. I doubt it was the plan at all, educate the farmers, the elite may not like that

Democracy will not work when the Dem Party is not elected. Your 500 B will be an excellent sure-win strategy for the Dem Party and their establishment buddies as they have deeper pockets than any other political parties.

I think she will be proud that her plan has been copied. All the elements of her scheme - pricing subsidy, compensation for harvesting and storage to influence price.
