I will say here what I said on the other one. From anecdotal evidence some Amphurs simply will not register foreigners' marriage regardless. Best to check your particular office in advance. I think it would be reasonable to say that the majority of foreigners in Thailand who get married marry Thai citizens. In this case there should be no problem registering the marriage at any district office.
