Yes.   If Malta is the first European country to ban it, then it is allowed in all the other countries.  

Not so sure about that , I doubt you will find a "gay cure therapy" in Norway or any other Scandinavian country, were politicians and people in government are openly gay . 

I do believe it violates some rights of freedom, so I doubt it would be allowed even if not explicitly banned. But that's only my opinion, I am not a legal expert.

Add Germany and France to the list of countries with openly gay politicians. Didn't London also have a gay mayor some not too long time ago?

It's a lot broader than many of you seem to think.
