Right, we've already said that Saudi Arabia and Iran are fighting proxy wars in the Middle East.

Okay, here's a link from wikipedia, about the arms industry.  https://en.wikipedia.org/wiki/Arms_industry#World.27s_largest_arms_importers

In the above link, we see that Saudi Arabia is, supposedly, the second biggest arms importer on planet earth. Iran does not come close, Iran imports far less.

If everybody was to stop exporting arms to the Middle East, well, whose imports are going to be hit the hardest ? Surely, Saudi Arabia, and not Iran ? And yes, Saudi Arabia buys most of it's arms from America and Britain.
