Let try for 50% which could easily be achieved by removing vehicles and drivers who should no be on the roads...

If they introduced a Western European Standard test for both drivers and vehicles the roads would be empty...

No, it does "not" have to be worked on all year round---Thailand continues to prove that.   Just serious sounding media releases from govt officials during select holiday periods is adequate.

Yes, by not releasing statistics no one can contest it when they announce they hit the target.
