BANGKOK: -- PRIME Minister Prayut Chan-o-cha yesterday invoked Article 44 in his capacity as head of the National Council for Peace and Order (NCPO) to set up a new structure to expedite reform and reconciliation this year.

 

The premier said during his weekly press briefing at Government House that reconciliation would not focus on an amnesty or those who have fled the country. It would seek to resolve differences and prevent conflicts in the future, he said, without giving further details.

 

Prayut revealed the new structure, which he drew up, last week. It is the first time that reform, reconciliation and national strategy development work will be placed under the same directive of a new strategic body on reform and reconciliation, and the PM will chair it also. Other committees will be set up below it to help oversee and implement each area of work.

Three years after protesting and taking power in the name "reform before election", they are still at the level of creating committees and sub-committees in the hope of eventually finding out which reform they were talking about.

 

PS I know I tend to repeat myself, but if I had done so every time they have used the word reform, I would surely be the TVF member with the highest number of posts. :smile:

Once the CDC have finished their work the final constitution will have only one article, numbered "44".

 

At least it won't use too many trees when they print it.

Seems like nothing can be accomplished without using Article 44? Soon they'll need an Article 88 to expedite all of the Article 44 "decrees".

 

Now Article 44 must be used, in the most convoluted way, to modify the Interim Charter so as to allow the Junta Supremo to change the already "approved by a referendum" Charter.

 

Starting with the coup, nothing they've done has been strictly "legal", or for the good of the people.

 

The longer this farce goes on, the worse the results.

So after taking power in almost 3 years in total and compleate power the junta are now saying they will set up a commitee and sub commitee's for  reform and reconciliation. 

Isn't that what they have been claiming they have been doing all this time?  So if not, then just what have they been doing other than moving beach chairs and cycle way's and the BIGyyy  the lotto. and don't you red shirts come out with the your normal list of junta activities such as, Attitude Adjustment camps, Military courts for civilians, Human rights abuses, LM laws, Computers crimes laws, Click like is a crime, constitution that 2/3 of the people didn't vote for, and the single gateway, we've heard it all before.

He gave himself, commander of the largest mob, total and complete amnesty and god like powers.  A coup and bruit force really does ruin cordial conversation, so amnesty and reconciliation were really never in the cards to begin with.

'Reconciliation' is Thai for 'obedience'.

dont be stupid theyll need at least 10  copies once  a  day to file in the warehouse of other " useless bits of paper"

There hardest job is going to be finding the people who are capable of coming up with meaningful reform.

First need to look at ministries there so many half could be abolished.

bring in independent auditors to audit all ministries including armed forces.

Put in computer systems that can be monitored to do away with as many cash transactions as possible.

For all purchases have order books that require at least three signatures.

That should give them something to start with.
