A pretty safe guess with a margin. 12 to 17 is the minimum period to avoid. The 12th is absolute travel madness. Don't put a wheel on any highway/freeway. 16 and 17 the stampede goes back. 17 afternoon might be worth a try 16 will be very intense traffic as the ordinary (non government) workers have to get back for Monday 17.
