The police are happy because they can put this photo in their police photo album. They can say they arrested this molester because they make very few arrests. When they want to buy a promotion from Lieutenant to Captain or Sergeant to Sergeant major, they can show the photo as their qualification. See I made an arrest. It took 15 years, but I did it, so
