USA citizen, wishes to reapply for retirement Visa .I had one in2014 and have been in USA for almost 2years.

When I was there before, the USA embassy stamped a statement from me that my income was sufficient to satisfy the financial requirements for a retirement Visa. I applied after arrival while on tourist visa., which wasn't the visa on arrival one.

Is this still sufficient?

I am planning to go to Chiang Mai . In August.

IS there someone who handles everything including the TM 30 etc for a modest fee? It's all too complicated for me.

Since you have time to prepare for your trip I suggest you contact one of the honorary consulates in the states about getting a single entry non-o visa instead of a tourist visa, Contact info for them is here: http://thaiembdc.org/royal-thai-honorary-consulates-general-in-the-u-s/

If you cannot get the non-o visa it is possible to do a change of visa status to get a 90 day non immigrant visa (category O) entry at Chiang Mai immigration at any time during the 60 day entry from a tourist visa up to the last 21 days of it. A income affidavit from the US consulate in Chiang Mai would be accepted to prove the 65k baht income requirement.

You could then apply for a extension of stay (not a visa) based upon retirement during the last 30 days of the 90 day entry from the non-o visa or the visa from the change of visa status. Again the income affidavit would be accepted for the proof of income.
