Is it possible to convert a visa exempt or a tourist visa to a non Immigrant visa in Udon Thani ? I would then like to convert this to an extension to stay for retirement purposes.

No I dont think so you will have to get a non-o first, single entry from Vientianne will cover it . Then go to Udon immigration.

    Udon immigration  is not authorized to accept a application for a non immigrant visa.

    Your best choice to go to the embassy in Vientiane and apply for a single entry non-o visa.
