I need to get a certificate of residence.      Rather then getting it at the US Consulate I thought I'd try getting one at the Immigration office here in Bangkok.     Does anyone know the procedure, costs, etc?    Thanks.

You must be doing 90 day report to Bangkok immigration to get it.

You pay a 200 baht service charge that includes sending it to you by EMS in about 3 weeks

Your passport plus copies of the photo page, visa, extension stamp. last entry stamp and TM6 departure card.
