Mixed reaction as Prayut uses Article 44 to bar registration of vehicles involved in violations until penalties paid

there is only one reason for mixed reactions:

the PM's action is not strong enough

Just pushing your buttons.

Hiso's by nature of their place in society don't get traffic tickets. They get free passes regardless of the consequences of their bad driving habits.

Since a huge proportion of those driving on Thailand's highways bought their driving licenses, the whole scheme of linking unpaid traffic tickets to just the vehicle is just a charade. They should link them directly to the driving license of the known, identified owner/operator of the vehicle and then do a check as to where and when they got that driving license.

But that would make their own look bad so yes, let's impound the car!.. while the miscreant and unqualified driver slips behind the wheel of another one.

Sure the system sucks.. but I fail to see how HISO's would not get automated traffic tickets (unless we go as far as thinking that there is a database with untouchable number plates connected to the database that screens it before sending them out).

If i was a police man in Thailand and did my job like i should (ha ha ) joke time  If they gave me 10 traffic breaches books every day i would have no trouble filling them all up All 10 everyday Speeding, Tailgating, No lights, No license, Unroadworthy Vehicles, Driving wrong side of Road, Drink driving, Failing to give way, going through red lights, No helmets, 4 people on a bike,Cars not registered, 15 people in the back of a pick-up, Noisey vehicles, etc etc Every bloody day i see this and nothing gets done about it. Guess the police know its a waste a of time because they dont pay there fines anyway

All I have seen happen from Prayuth and his Government are new laws and imposing art. #44, but they never have been implemented or were forgotten after a few months.

You can make every new law you want and implement art. #44 you want.
At the end of the day, the follow up of this is in hands of the same (corrupt) police force as before.

Their focus is on no helmets mostly maybe because there is not much dispute about it i guess.in Europe cops have a target fine amount to write out each month.and the fines need have variation

May raise enough money to pay for the free submarine! 1508251.GIF

The seatbelt thing is interesting. Only tickets for passenger cars? So all those people can bounce around and die in the back of a truck (pickup or large) and that's ok.

I never suggested that they wouldn't did I? No, they would get a ticket in the mail like everyone else which they would ignore like everyone else. Then they would get the notice of 30-day payment option like everyone else. And ignore that like everyone else. When they finally go to the local transport office to pay their road taxes, I would wager the traffic ticket could be happily explained away or otherwise 'disappeared' with only the due road tax needing to be paid... which would be totally UNLIKE everyone else.

Yes, that is something i could believe that is happening, and of course i totally disagree with it. But I have no doubt it could/ is happening.

So what do you suggest?

They need a complete reform of police department and justice system. Probably they would need to fire the entire police department and all the top judges etc. I've heard that it has been done in other countries. Which brings me to the next step, they need help from foreign consultants with experience of this type of thing to come in and help them set up a new system.

Exactly, you wouldn't even need to move.. Just stop near a nice intersection where you can see thousands driving against red, overtaking within 30 meters from intersection, reckless driving, etc etc etc. You can literally see it every other second, not even exaggerating.

Shows the arrogance and disregard for the law, traffic laws in particular, many drivers have. See it in Bangkok everyday. Using phones, parking anywhere. Its the same story, without tough penalties nothing changes! Taking away licences and huge fines are the only way to deal with the arrogant classes!

Taking away licences? The fine for driving without a licence is 500 baht. Underage or not.

200 THB driving motorbike without license.

The real cost of driving without a license is that if you crash your expensive BMW you're insurance will not cover it because it only covers accidents where the driver had a proper license. If you're rich or connected enough this is ofcourse still not a deterrent as you can just buy a new BMW. ;)

Common practice is to call a friend or a family member to the crash scene with a driver licence before calling the insurance.

Wow what a good "Prime Minister" we have. After more than 2 years he shows some actions to make roads safer. I'm very happy now and can't wait for the outcome in 20 years time. Maybe then we can see motor cyclists wearing helmets even police men will follow general rules. What kind of paradise we'll have in the future. Or is it a dream only??.

I suspect they get their fair share of tickets, but so what?

Just have the maid or an underling send in the 500 baht payment and the impact is about the same as you or me losing 10 baht down a storm drain.

In fact, I'm sure it's easier (and cheaper) for them to just pay up than it is to swap favors with someone who could fix it for them.  That rarely comes without a string attached.

If they want to modify the behavior of HiSo's they can't use the same tactics and fine tables that are humane for the average local.

Article 44 should not have to be used. This should be the law anyway.

When you  go pay your yearly road taxes and reregistering your car you will have to pay first all outstanding fines before anything else.

There is nothing to explain away as, done years ago, the crew there will be changed every 3 months.

You pay your fines, HiSo or LowSo.

I been a neighbor, at the time, of a police captain working at the drivers license office at Phaholyothin Road and he had to stop al "help" giving to me.

Fines he could not "explain away".:shock1::smile:

Of course i have thought it through.. I just doubt you have.. math is probably not something your good at. I rest my case.. can't argue with unschooled people. The idea that its probable that 86% of all electronic traffic tickets are caused by HISO's is just too stupid for words. Especially given how non HISO's drive.

You must class yourself as an HISO mercedes/Lamborghini/volvo/BMW driver. They think they own the road and think that they are above the law,Look at the Killer mercedes driver and the Lambo driver maniac who cut his Toy in half with a Palm tree.

more police presence on the roads, better enforcement of the traffic laws

more honest police who take pride in their job,

Without using the Article 44 the pocal bib would just let off their friends and benifactors and all others pay. This takes money out of the bib's pocket. 55555

I think you are mistaken.

The hiso people actually value their lives and their time in general and avoid stupid accidents.

The problem is the minivans and trucks etc.

When a normal thai has an accident and kills himself and a couple of more it never makes the news unless there is unusually high death toll.

When a hiso crashes it always makes the news. This is where you get your perception. And its wrong.

What i mean is that they drive as bad as the HISO's. Maybe you and I have a difference of opinion what a HISO is.. There are not many of those.

Everyday when I am on the roads i see people breaking the speed limits doing crazy stuff going through red.. and guess what most are not HISO. Why.. because normal people outnumber the HISO's and they also break the trafficlaws.

As for the flashing headlight i see that from trucks to cheap cars.. not a HISO thing.

I thought all hisos liked driving through reds. Just like the current military, they will drive through reds and have full control over when the yellows can activate.

Ah yes I understand your views, they come from a paranoid anti HISO ideas. The times that I was almost T boned on my bike was by a truck that was not driven by a HISO .. but a idiot.. not sure of his political views. Personally I don't think that political views have anything to do with driving, only if your clearly totally obsessed you would mention it.

I dislike people jumping red lights the most, total morons who are a danger for everyone. I normally wait a bit after the lights turn green just to make sure I don't end up dead. Recently there were some video's of bus-drivers jumping red.

I think if anything HISO are more likely to speed, given that they own faster and better cars, and you got proof like Jenthrop and now the son of that comedian. Thankfully there are not many HISO's so you would served better to watch out for the other idiots on the road.

You post and its blatant ignorance to knows facts before incorrect comments only confirms idiocy is not reserved for road users only. I assume you have chosen Thailand because you feel at home amongst mayhelm called daily life.

And of course this applies unilaterally across the enchanted kingdom.

Put it this way, your police captain neighbor is hardly going to tell you how he really makes his money now is he? Apart from that, why would the police have a 'drivers license office' when Thai drivers licenses are made and issued by the Land Transport Office?

Or maybe this Phaholyothin road police office is where one can get a driving license after failing to obtain one legally?

Well its untrue for this case, the laws are in the books but the thing is that the ticket systems are not linked with the vehical registration system as well as drivers license system, hence people ignore it. The new laws makes sense to link it all together just like what western countries do.

What are you blabbering about?

I am talking about the old Land Transport Department at Phaholyothin Road in 1976 and later the new one, which had or have a floor where they issues driver licenses.

The Land Transport Dept is not only for driver licenses.

My former police neighbor makes his money like all Thai police officers do and he was quite openly about it.

What are you so upset about?

Got fleeced by the traffic police? :cheesy::cheesy:
