Can't add smart tv as a device in play store

I've followed all the steps to add a device to google so I can add Kodi to my TV, yet no luck.  I even set up the device when I added google play movies and entered in the device code. I did all this from google.com/device   

 

However, when I go to install Kodi on my TV, the only device in my google account is my phone, even though I added the smart tv.  

 

Is there anyway to reset and clear cookies and accounts on the TV and try again without losing all my settings for everything else?

I dont have a smart TV so I'm guessing here but........

Assuming it's an Android Tv, have logged into your Google account on the Tv itself?

Of course, issue is the new device (smart tv) doesn't show up as a device in my account so I can't download kodi to the tv from the play store.

I've seen this before on other Android devices where it won't show up on a PC until at least one app had been downloaded direct from the Google playstore app on the device.
