Yes you can but that was a while ago & it was my friend who bought one & pepper spray from a BIG open market for his wife when in the house

Not to be annoying but Taser is a brand name! I don't know if there are any other Steve Coogan/Alan Partridge fans lurking on here but "It's like people who say Tanyo when they mean public address system". Taser devices shoot out probes and are not sold here but stun guns that don't shoot probes are often sold in open-air markets. Not sure of the legality but if you check the late night stalls around the Nana area, you'll see them for sale. That whole area is weird. I'm fairly sure sex toys are banned in Thailand but as anyone who's ever gone for an Australian or UK visa will attest, there's a stall selling dildos at the end of the soi on which the application center is located. No idea how they don't get shut down. 
My advice is don't buy a stun gun and if you do, don't try to use it on a Thai - you'll probably be beaten to death. There have been a few high profile videos of late showing how Thais fight - they fight in groups, they don't fight fair and passing out on the floor isn't a sign for them to stop kicking you in the head. 
My advice about Songkran is to stock up and stay indoors for a few days. If you do need to go out, just wear a poncho, be friendly and learn to say 'Mai ow' to lower the chances of being drenched!
