OSLO (Reuters) - The Arctic's quickening thaw is melting the permafrost under buildings and roads from Siberia to Alaska, raising world sea levels and disrupting temperature patterns further south, an international study said on Tuesday.

LITTLE ROCK, Ark. (Reuters) - A U.S. judge temporarily halted the second of Arkansas' two planned executions late on Monday after the inmate's lawyers argued that the first execution was inhumane due to a flawed procedure.

PHUKET: -- A man hanged his 11-month-old daughter then himself in Sakoo, south of Phuket International Airport, late yesterday afternoon (April 24) in a video broadcast live on Facebook in what police believe was an act of jealousy.

SEOUL (Reuters) - North Korea put on a massive live-fire drill on Tuesday to mark the foundation of its military, a media report said, as a U.S. submarine docked in South Korea in a show of force amid growing concern over Pyongyang's nuclear and missile programmes.
