During the last big flood in Bangkok the gated estate I was living in had about 80cm of flooding,the residents bought pumps to try to evacuate the water,which did keep the level a little below level of flooding in the main soi.

After the water subsided a team went around the estate looking for any damage, but a surprise to most of the investigating team many houses backing onto the local klong had the estate perimeter wall demolished to provide them with a waterfront picnic area.

Now that I am in a new estate I would like some direction as to who to chase re any breaches in our solid perimeter boundary wall.

Not necessarily.  Once the land is transferred to the buyer the survey includes the perimeter wall since the wall must be built on the property line as shown on the Chanote

Quite so if shown on the Chanote,  so to answer OP's question he needs to make further investigative inquiries.

And the planning permission, if asked for and/or received, would show that solid perimeter wall. Wouldn't knocking it down be a breach of planning regulations just as building a multi level apartment block where planning permission had been for bungalow houses.

 

The perimeter wall may be your wall but that doesn't mean you can do what you like with it. "You" and "your" meaning whoever's Chanote it is shown on.

What planning permission are you talking about ?

 

The most you do to build a house in Thailand is obtain a building permit from the local Tessaban, that merely requires the submission of the building plans signed off by a qualified (registered) engineer
