I hope the Thai Navy is better at calculating directions and distances. The submarine school/squadron is based in Sattahip,  Chonburi, only 33km from Rayong, and 180km from Bangkok.

I believe SAAB gave them a price to upgrade the carrier and supply planes for it.  They also offered them their advanced early warning and linked operations gear.  They were all for it BUT...  Because of all the laws in the EU and Europe as a whole there could be no graft or corruption, or at least it was too hard to get around,so that idea got shelved.  Not sure if they ever had the money to get all of the SAAB planes they originally ordered....

In truth the military likely sanctioned the purchase in July 2014 when it celebrated opening of its new submarine headquarters and training facility. Otherwise, what would have been the point? Just another case of hidden agendas at taxpayer expense. Transparency is for suckers like politicians and the Thai public, not for the "good people" who operate the military.

Australia has spent mega-billions on French subs; the detailed top secret plans ended up on the Internet ,courtesy of an Indian source ( India bought the same model). It replaces the existing ones that evidently sound like a disco boat approaching over the horizon. So, yes this thing is useless for Thailands defence but maybe they could have done worse.

Silence will enable the Thai navy to do what they want

 If I were the Chinese, I'd build in a GPS tracker to the subs, just in case the Thai subs actually went out on patrol. Chances Thailand would have a dust up with China slim to none, but perhaps mix it up with country China likes better. Pass the location on to them.

 Three subs aren't enough anyway. Looking at news reports, they seem to prefer odds of 10-1 if a fight takes place.
