Well yes still popular in Chiang Mai. Why? Because he's the hometown boy and in this culture (and others) the home town boy can do no wrong, and he's Chinese Thai, puts him up on a sort of pedestal. Additionally when he was PM he ensured CM got very big budgets for roads, infrastructure etc etc., much much higher than other provinces, hence he's popular - he helped his city.
