What is the best country in southeast asia ( like Vietnam, Cambodia, Philippines , etc. ) to open a bank account and transfert large sum like in EUR or USD ( $25.000 up )?

It would help if you could give the criteria that you consider important to make it the best country - eg. security, anonymity, restrictions etc?

Transfer money out or receive funds from overseas?

Vietnam banks only allow foreigners to receive money from overseas, no cash deposits are allowed and if u dont have a work permit zero transfers out of the country. I think it is the most pain in the butt banking around.
