motor cycle regristration in another provence without change of address

Hi

my question is

If i am registered with immigration in Pattaya and bought a m/c in say Chaing Mai .If i had a residency certificate from Pattaya  immigration could i register and tax  the bike in Chaing Mai

and change address later when i move permanently to the other Provence
