Lot of great information but think things have changed slightly now for the entry to the Uk.
Now required a pre flight PCR or lateral flow test with confirmation from clinic or hospital before leaving Thailand and also now a PCR test booked for day 2 of Uk return.
However requirements may have already changed again.

Paper certificate given to you after second shot should be ok it has a QR code you can scan with your phone line app etc which will link directly to the Thai governments web site showing your details of vaccination, passport number and dob etc in both English and Thai.
Photograph the QR code to your phone so it can be checked in case the certificate gets damaged or lost.

Spot on , 2 years ago whilst worldwide Covid was hitting hard, Thailand was celebrating the stupid facade of being miraculously virtually pandemic free........ based on the dont test dont have policy.
Not much has changed and although forced to test the very sick or hospital attendees its still very much the policy........ with the exception of arrivals into the country who are welcomed with the buffet of xenophobic restrictions as covid runs amok amongst the Thai population.
But this is a third world country all fur coat and no knickers and as you say a government forced on the people not elected by them.

A few weeks ago you just needed to be double vaccinated before flying to the uk no pre flight test, but antigen test booked for day two of arrival was a requirement.
Seems goalposts have shifted again now its pre flight Pcr or Antigen test and a day two pre booked paid for Pcr test.

if they want tourists an easy solution would be simple requirements.
pre flight covid test.
proof of double vaccination.
proof of insurance.
Confirmed at check in or arrival.
No applications or Thailand pass nonsense, book a flight and insurance take a covid test before departure and enjoy your holiday albeit with the risk of covid from non tested or double vaccinated Thais all around you.

I had free vaccinations distributed by Bangkok Hospital Khon Kaen.
Never used the Mor Prom app.
Try using line app QR code reader to scan the Qr code on your vaccination certificate given to you by Bkk hospital Kk staff after your second shot......it may link to an official site confirming vaccine status.
Just tried this it does in fact pull up an official government certificate Mor Prom style showing personal and vaccine details.

Proof of payment really is the booking reference number which you put on the Passenger locator form, without having paid you dont get the number, check in staff should be aware of that.
