You can certainly open a Revolut account with your home address in Farangland, and ask them to send your card to Thailand via DHL for a delivery fee, around 700 Baht) and use it here, and elsewhere. I have applied and my card is on the way to Thailand, after asking all these questions with their support. This is likely just one of many ministerial regulations that Public Health is likely to gradually come out, so keep an eye out. As note, this includes Hash, and this doesn't apply to extracts being sold at dispensery/cannabis shop as that is considered illegal to sell in the first place, which can carry a fine of 500,000 thb and 5 years in prison.
