In other words there's an enormous gap in knowledge and understanding of laws and of such incidents.
Surely there's an answer; perhaps it should be compulsory for kids to attend 30 minute talks (at school, every 30 or 60 days) by experienced cops who are good at getting kids to pay attention. Or similar.
Recently I was in Australia. An old friend who is now in a snr federal education ministry position shared that there's discussion about including the above into compulsory education for all of primary, secondary education and in bachelor degree studies.
It would include knowledge of law and how the judicial system works at basic and then later at an advanced level.
Plus elementary then advanced knowledge of building and maintaining a civil society.
Plus (partly because of recent events/failures by federal and state governments) the rights of women, the laws about sexual consent, and more...
What you are advocating is quite correct but as you have pointed out, Thai's need to learn to walk before running. Maybe children in Australia listen to the teacher but here plus listening to some expert would more likely frighten them rather than make them learn.

I agree in principle with what you are saying but to say they will maybe stretching things, however I do agree it is the perfect moment to send out a very strong message to all motorists that crossings should be respected and if they are not the consequences will be severe ..........

It is simple really, ban them & arrest anyone riding or hiring them out - problem solved.
But realistically this is one of the last countries given their safety record & would want to jostle with traffic on something that provides not scrap of protection.

Don't know why they need so many drivers ???????????? This sounds like they are putting a band-aid to stem an arterial wound, I would suggest this is a temporary measure, by the sound of things the pipeline is corroding from the inside and probably needs replacing.

Also the backup air supply can't you just have some tanks in the water anchored to a line ?. You probably have professional experience that I don't. But I am a divemaster and have made quite a few dives.
Check out IMCA rules and regulations, and yes I am an ex-commercial diver / Dive supervisor. scuba is totally banned as a form of diving in the commercial world.

No, for professional diving activities scuba is banned unless special dispensation has been granted, it does not matter on depth and as this is a pipeline connected to an offloading buoy the I would imagine the water depth will be 20-30m minimum, with scuba you do not have any safety backup air supply or communications with the surface.

I do not believe a professional diving company would be using scuba, maybe a scuba replacement system at a minimum, although it does depend if they are able to position a dive vessel directly over the site then they would use surface demand from the vessel.

If there was a creditable safety standard in place finding where the true fault lay would be much easier, scaffolding is a trade and one that people need to respect, just because they are using metal scaffolding in opposed to bamboo does not necessarily make things safer. You need to have qualified inspectors that sign off on scaffolding as safe to use, this scaffolding also should require re-testing should any modifications be necessary - There are NO safe shortcuts period.

Here we go again Thailand trying to con people into believing that marijuana is legal, it is NOT legal in the terms most people associate this product with, including a leaf of the marijuana plant with your food is purely and simply a gimmick and unfortunately many people are falling for it. I have had people contact me from the UK asking if it was true that marijuana is now legal, once I explain what is & is not legal they all agree that the hype around this is very misleading.
