Looking at the video I think the lights were on but there was nobody home. His glazed-over eyes suggests he was either drunk, high, or mentally challenged. Not a good look whichever way you look at it.

It’s now becoming more common that to pay using your phone incurs an extra fee. Someone is making money from this convenience and I think you’ll find it’s the banks. Don’t kid yourself, it’s just another way of the banks milking you to increase their profits.
A few years ago very few businesses charged the surcharge in Australia but now almost all do. At least with cash if something costs a hundred bucks that’s all you pay. Not $101.60 using the phone. It adds up over a year and it all goes to the banks. No wonder they are pushing for it’s uptake-

If the call doesn’t show up as a contact from my list then I don’t answer. If it’s important they can leave a message. I find this approach reduces the chances of getting caught up in these phone scams.

With almost 5000km of porous land borders with neighboring countries it’s no wonder. I’m not sure they are a threat to the Thai economy insofar as most of them would not work in tourism and are being exploited and used in many of the crap jobs not wanted by the average Thai. Thailand’s economy would be much worse without them.

Quite likely. Most government positions have a price tag on them. Even entry level positions come with a fairly hefty price amounting to well over a year’s salary.
There’d be some serious dosh up for a Governor position (x77 provinces)
