The only other place I have heard of where you must spend a min amount of money per day is Bhutan, but they tries to keep the numbers down with a steep price, Thailand wants millions of "mini-spenders" maybe they are going for the hub of mini spenders?

They have also been involved in insider trading "thought they played with monopoly money" was their comment about this... and accusation slavery on their chicken farms lately. Very nice people indeed.
