Historically, prohibition has never been a success - anywhere.
I really don't get the point of the 2pm to 5pm restriction - nor the ban on alcohol sales near schools.
Alcoholics will always have a drink available and even heavy drinkers will usually plan their purchases to ensure they have adequate stock. The restriction only works against the 'normal' person, who has not planned the timing of their purchase, and the spontaneous buyer - that obviously includes tourist visitors.
I don't like rules that (IMO) serve no purpose; this one serves no purpose and I certainly don't buy the 'protection of school children' argument.
