From the photo it could be said the person that built the steps has a legal obligation to make it safe for people to walk on them . Yes , this is Thailand and therefore this unfortunate man will be offered no compensation . I remember slipping on ice covered concrete steps in Norway . But i did know that the steps were full of ice and the man slipping on moss was apperantly unaware of the danger .
