I think your logic is flawed, the premium is based on the cover advertised, if the actual claims fall below the premium limit the company profits, conversely they dont pay over the limit if the claim is over the limit.

In a business meeting a controversial issues will often prompt a "coffee break" where the brokers try to reach a compromise and this is then raised again in the meeting, agreed and the confrontation avoided.
